Covid Case Spike in Contra Costa due to lack of enforcement??

Is the recent rise in Covid Cases this month in in places like Richmond possibly due to a lack of aggressive enforcement of shelter in place order?

Some neighborhood leaders in the Iron Triangle area point out risky activity such as teenagers who might be carriers congregating to shoot off fireworks late at night in high risk areas and then going home to spread possible infections as a likely scenario. 

There seems to an unwillingness to enforce the shelter in place order despite the obvious health risk putting poor residents at further risk and not caring to deal with it.
